HCD Participates in the 3rd IGAD Governance Forum on Peace, Security, and Democratic Institutions

HCD participated in the 3rd IGAD Governance Forum, held under the theme “The Role of National Democratic Institutions in Promoting Peace and Security.” The Forum brought together leaders, policymakers, and governance experts from across the IGAD region to reflect on the linkages between democracy, peace, and stability in a region facing persistent political and security challenges.

The Forum underscored a shared understanding that sustainable peace cannot be achieved through securitized responses alone. Instead, participants emphasized the central role of legitimate, inclusive, and accountable democratic institutions; including parliaments, independent judiciaries, electoral bodies, and oversight institutions; in addressing the root causes of conflict and fostering public trust.

As part of the discussions, HCD Executive Director, Mr. Frew Demeke, served as a panelist in Session 3, which focused on the role of the legislature and the judiciary in preventing conflict and safeguarding the rule of law in the IGAD region. In his intervention, he highlighted the importance of strong institutional checks and balances, judicial independence, and inclusive law-making processes as foundations for peace, accountability, and respect for human rights. HCD’s participation reaffirmed its commitment to promoting democracy, rule of law, and people-centered governance as essential pillars for lasting peace and security in the HoA region.
