The Horn Center for Democracy (HCD) is a regional organization working to promote democratic governance, civic engagement, peacebuilding, and inclusive political participation across the Horn of Africa (HoA). As part of its regional democracy and governance initiatives, HCD seeks to establish the Horn Specific Civic Space and Pro-Democracy Actors Observatory, a regional platform dedicated to monitoring, documenting, analyzing, and disseminating information on civic space dynamics and pro-democracy actors in the region.This initiative is informed by and builds upon HCD’s earlier exploratory mapping study on civic society and pro-democracy actors in the region, which highlighted the need for continuous civic space monitoring, action-oriented research, stronger evidence generation, and deeper understanding of the evolving roles, capacities, resilience, and adaptive strategies of both formal and informal civic actors operating in restrictive political environments. As part of its broader regional initiatives, HCD is expanding its digital outreach and public engagement efforts to strengthen access to knowledge, promote constructive dialogue, and support youth-centered learning and collaboration across the region.
To support these efforts, HCD seeks to engage a qualified, dynamic Digital Media and Youth Engagement consultant to lead the organization’s digital communications, multimedia production, and youth-focused online engagement.
This consultancy assignment requires a creative, technically skilled professional with experience in digital media management, multimedia storytelling, online engagement strategies, and youth-oriented communication.
The Horn Center for Democracy/HCD is implementing the Regional Youth Cohort Program, an initiative designed to equip emerging young leaders across the region with practical competencies in democratic governance, leadership, advocacy, peacebuilding, and digital civic participation. This program seeks to address the growing demand for informed, capable, and values-driven youth leadership within the region.
To ensure the effective delivery of this initiative, HCD invites qualified and experienced facilitators to develop a comprehensive training guide and provide facilitation services for the following lots:
