Horn Center for Democracy Launches First Youth Leadership for Democracy and Solidarity (YLDS) Cohort to Advance Youth Leadership, Democratic Engagement and Regional Solidarity

On 11 October 2026, the Horn Center for Democracy (HCD) officially inaugurated the first cohort of the Youth Leadership for Democracy and Solidarity (YLDS), bringing together 14 emerging young leaders from Djibouti, Ethiopia, Kenya, Eritrea, Sudan, South Sudan and Uganda for a regional leadership journey grounded in democratic governance, civic action, and regional solidarity.

More than 400 young people applied to the YLDS call. The 14 participants selected for Cohort I emerged through a rigorous, multi-stage process that looked beyond CVs and motivation letters to assess leadership potential and, importantly, the impact they had already made through their community engagement and civic work.

Moving Beyond Participation to Meaningful Youth Agency

YLDS is not simply another youth leadership program. YLDS was developed from HCD’s recognition that young people are often at the center of political and social change in the Horn of Africa. Yet, their participation does not always translate into meaningful impact on governance institutions and decision-making processes.

The program therefore goes beyond conventional approaches to youth leadership that focus primarily on motivation, personal development, or participation. YLDS places democratic governance and youth agency at its core, emphasizing the need to help young people understand political and institutional systems, identify pathways for influence, engage with governance institutions, and translate their leadership into constructive civic action.

The program encourages young people to move beyond being understood only as beneficiaries or observers of political processes. Instead, YLDS seeks to strengthen their capacity to become informed, strategic, and constructive actors in governance and democratic processes.

This approach is reflected throughout the YLDS learning journey. Participants examine the political, geographic, demographic, governance, conflict, and security dynamics of the Horn of Africa; critically explore political leadership, power, and advocacy; develop emotional intelligence and skills for institutional transformation; examine youth and women’s agency alongside structural barriers; and develop practical approaches to digital advocacy and civic action.

A Regional Approach to Leadership and Solidarity

A defining feature of YLDS is its regional orientation. Rather than treating governance, conflict, democracy, and civic engagement as exclusively national questions, the program asks participants to understand the Horn of Africa as an interconnected political and security space.

Participants from different countries and contexts therefore learn with and from one another, creating opportunities to compare experiences, challenge assumptions, build relationships across borders, and develop a shared understanding of the region’s democratic challenges and possibilities.

This regional dimension culminates in a focus on integration and solidarity. YLDS views regional solidarity not merely as a value but as a practical resource for young leaders working in a region where political, security, social, and governance challenges frequently transcend national boundaries.

From Learning to Practice: Turning Leadership into Action

YLDS is designed to connect learning with practical application. Through regional case studies, simulations, participatory exercises, peer learning, reflection, and collaborative work, participants are encouraged to translate knowledge into approaches they can apply in their own contexts.

The program also emphasizes peer accountability and cross-border solidarity, recognizing that young leaders working in complex political environments benefit from relationships that provide learning, support, accountability, and opportunities for collaboration beyond the training itself.
